Pause at aroun 7-9 sec and look at the poster on top of the cactus.
It's a call to buy government bonds, which means the cartoon was made during world war 2, when the american public was urged to finance the war effort by buying government bond (debt). It's funny to see how often cartoons were (are?) used to promote an issue that you wouldn't expect to find in them. A lot of them are banned nowadays (type banned looney tunes or sth like that in yt) because of being racist (to japanese, germans, or blacks). Not sure what I think about that though. It's sort of like the effort to blot out the word nigger in old novels from the 19th century - not historically exact, and by itself racist.
On another note, you just got to love Elmer Fudd's rendition of the song.

EDIT: This version also has adapted lyrics (again, because of world war 2). Notice how Elmer Fudd sings V for Victory during the first stanza. He also makes the gesture with his fingers, same as Churchill. On a LOL note, I never got why people did that, cuz I always thought that that's what hippies did, not knowing it was used b4 the hippies and it didn't mean peace at all, but victory.
